The library is located in a building of Kazakh leading academy of architecture and civil engineering in a right wing of a building.

Library service of readers is organized on subscriptions and in six reading rooms

The general instructions for using of academy library

1. The library organizes extradition of contemporary using of books, newspapers, magazines and other materials available in library to readers.
2. Home extradition of the literature made by a department of service and book-stack. Reading rooms give the literature for using it, basically, without the right of carrying out. For improvement of service of the readers who are not having opportunities on any reasons to be engaged in reading rooms of library, home extradition of the literature under " the Night subscription " according to the instruction is stipulated. The editions which are not included in fund, are ordered by library on demand of readers under the interlibrary subscription.
3. Encyclopedias, directories, the dissertations, the current periodical press, rare and valuable books, the editions received under the interlibrary subscription, are given out only for work in reading rooms. The last and the single copy with a stamp " the Obligatory copy " is not extradited at home.
4. Readers pay the penalty for using the literature over fixed date per every day of delay according to the public contract.
5. Record of readers in library is done by presentation of the document, certifying reader’s belonging to the high school and photo in the size 3х4.
6. The unique reader’s card is given out to the reader and the reader’s data card is filled.
7. At record in library readers should be familiarized with its rules and confirm the obligation about their performance by the signature in the reader’s data card.
8. The reader’s card is the only document giving the right to use by library, all its subscriptions and reading rooms.
9. Validity of the reader’s card is an academic year. Annually the library carries out a re-registration of the readers with presentation of all literature which were registered to them during the fixed time established by library. The readers who were not passed re-registration, are not served by library.
10. At graduating from high school readers return editions which were registered to them and reader’s card in library.
11. At reception of books, other products of printing and other materials readers carefully look through editions and in case of finding kind of defects are informed to the duty librarian, otherwise the responsibility for defacement of books is carried by the reader using the edition last.
12. The readers breaking the instructions for use or cause to library damage, carry administrative, civil law (material) responsibility in the forms stipulated by the current legislation of Republic Kazakhstan, the charter of academy and instructions for library use.
13. The list of infringements, for which readers carry material responsibility, and the size of compensated damage is defined by administration of library and affirmed by the rector of academy.
14. The readers responsible for loss or unintentional spoiling of the edition, replace with their same editions, either their copies, or the editions recognized as library equivalent, and at impossibility of replacement — compensate real market cost.
15. Using library free-of-charge. The list of the additional paid services rendered by library, and also restrictions are affirmed by the rector of academy.

Instructions for using reading rooms

1. At the order of the literature in a reading room readers show the reader’s card, fill in the paper of the reader’s requirement and after reception of necessary editions undersign on the book data card of each edition.
2. The number of books, other products of printing and other materials which are given out in reading rooms, is not limited. At presence of the raised demand on the number of books can be limited.
3. The literature given in a reading room from the basic book-stack, can be reserved for the certain term.
4. Entering into reading rooms with personal and library books, magazines, newspapers, cuttings from printed editions and other printed materials is not allowed.
5. Taking out the literature from reading rooms is forbidden. In case of infringement of this rule readers lose the right of use library for the term of determined by administration of library and pay the penalty.

Instructions for using subscriptions

1. At the order of the literature for subscriptions, readers show the reader’s card, fill in the reader’s requirement and undersign on the book data card.
2. Term of using to the literature given at home, and quantity of given out editions on subscriptions (educational, scientific and fiction) are limited and defined by differentially administration of library and are fixed in instructions for use by library.
3. Readers can prolong term of using books taken on the house, other products of a print and other materials if for them there is no demand on the part of other readers.

Terms of using the literature

On the subscription of the educational literature:

1. The literature on social studies is given out for one academic year without restriction of quantity of books at their enough: If the quantity of textbooks is limited, books are distributed differentially to groups.
2. The educational and methodical literature is given out for the term of studying a corresponding subject with an obligatory re-registration in the fixed time.
3. The single copy is given out only in a reading room.

On the subscription of the scientific literature:

1. The scientific and special literature is given out for the period of 20 days in quantity of 2–3 books. Extradition of separate books for the period of a semester is provided at enough of copies of books.
2. Literatures of the increased demand it is given out for 1–2 days under the document (the certificate, the passport)
3. The single copy is given out only in a reading room.
   The encyclopedias, separate kinds of dictionaries and directories are given for using to readers in a reading room.

On the subscription of fiction:

1. The fiction is given out no more than for 20 days in quantity of 1–2 books.
2. From reading rooms the literature on the house is given out under " the Night Subscription ".
3. Periodicals of the last years are given out for 20 days in quantity of 5–6 names.
4. The periodicals of the current year intended for educational process, are given out for 1 day, the others for 5–7 days.
5. Term of using can be prolonged, if on materials there is no demand on the part of readers, or is reduced, if editions are available in one copy or use the increased demand.
6. For untimely returning of books in the specified terms collection of the penalty or deprivation of the right of use by library within 2 months is stipulated.
