THE ORDERS OF ADMISSION

to the International educational corporation in 2011

Prepared on a basis of General rules of enrollment to study in educational organizations, where realize professional educational programs of high education (Order of the Ministry of Education and Science of the Republic of Kazakhstan from 19.12.2007, #638, with changes and additions from 21.01.2010, #14); on a basis of Typical rules of admission to training in organizations of education, which realize professional educational programs of technical and professional education (Order of the Ministry of Education and Science of the Republic of Kazakhstan from 01.04.08, #161, with changes to 09.07.10.).

1. General rules

1. The International educational corporation (further — corporation) realizes training of specialists with high, graduate education, pre-training (upgrade qualifications) of the staff.

2. In corporation there is carried out full-time, part-time and distance training forms.

3. Training is carried out in State (Kazakh), Russian and English languages.

4. To corporation there can be admitted the citizens of the Republic of Kazakhstan, foreign citizens and persons without citizenships who have secondary, general, primary professional (technical and professional), secondary professional (postsecondary) and high education.

2. Admission rules to bachelor specialities

5. The International educational corporation realizes training of bachelors on next specialities:

1. 5B042000 — Architecture

2. 5B042100 — Design

3. 5B050600 — Economics

4. 5B050800 — Accounting and Audit

5. 5B071100 — Geodesy and Cartography

6. 5B072500 — Technology of woodworking (on the fields of application)

7. 5B072900 — Construction

8. 5B073000 — Production of building materials, manufacture and constructions

6. Admission to corporation is carried out by the state budget financing, placing state educational order for preparing specialists (educational grants), and payment for education is paid by own funds of citizens and other sources.

7. The state grant is given equally with the citizens of the Republic of Kazakhstan to the persons of Kazakh nationality, who have citizenship of another countries, foreign citizenships and persons without citizenships, who live constantly in the Republic of Kazakhstan, also the citizens of the Russian Federation, the Republic of Belorussia, the Republic of Tajikistan and the Republic of Kyrgyzstan.

Foreign citizens and persons without citizenships are accepted to corporation in prescribed manner by legislation of the Republic of Kazakhstan, also with international agreements which are ratified by the Republic of Kazakhstan.

8. Admission to corporation is carried out by the applications of the citizens on a base of competition according to scores of certificates, which were given by the results Unified National Testing (UNT) or Complex Testing is worked out by National Centre of Testing of the Ministry of Education and Science (NCT). Admission of the citizens on specialties required with special or creative preparation is carried out with consideration special or creative exams. UNT is carried out for organization graduates of general secondary education in current year.

9. Complex Testing is carried out for organization graduates of secondary general education of past years, graduates of primary and secondary professional educational institutions, graduates of general educational schools — trained by international exchange of schoolchildren abroad, persons who didn’t take part in UNT, graduates of general educational schools who were trained with Uzbek, Uighur and Tajik languages, graduates of Republican musical boarding school, also the citizens who graduated from the schools abroad.

10. The citizens who graduated from the technical and professional, after secondary education to related specialties for short-training on a paid basis to corporation are carried out by Admission Commission after passing entrance exam in oral form.

11. Admission to corporation of the citizens who graduated from the professional (high) education, for short-training on a paid basis to corporation are carried out after passing entrance exam in oral form. The citizens who enter to specialties 5B042000 — Architecture, 5B042100 — Design pass two creative exams besides of interview (with the exception n of, if they have first education on related specialities).

12. The documents about education given from foreign educational institutions are accepted according to Standard of the State service «Acknowledgement of documents about education» (IO of the Republic of Kazakhstan ﾹ336, from 31.03.11):

— the original of document about education (the document must be apostle or legalized);

— an annex about education (original) must be together with the next information: the volume of taken disciplines, practices, taken total marks, course and graduate qualification works, and other information which prove their education process (the document must be apostle or legalized);

— The documents given in foreign languages must be notarial certified with translations into State or Russian languages. Notarization must be certified in the territory of the republic of Kazakhstan or by diplomatic service agencies of the RK in the country, where the document was given.

In other cases (for example, if the acknowledgement is determined by precedent) there can be given translation, which was done by diplomatic service agencies of that country (who work in Kazakhstan) in their territory:

— notarial certified copy of the document, which certifies personality of owner of the document and his or her education, translated into State or Russian languages;

— copy of the license or certificate about accreditation of the university, which gave the document about education, certified with the stamp of that university (notarial certified with translation into State or Russian languages if it is necessary).

13. Reception of applications to creative specialties is carried out by Admission Commission from June 20 to July 1. The quantity of creative exams is equal to two.

Creative exams are held on from July 2 to July 7. Reception application for entering to creative specialties is carried out in a place where the institution is situated.

Maximum quantity of scores on one subject is — 25. The entrant who has got in less than 10 scores on creative exam or didn’t take part in it, is not allowed to take part in Complex Testing on a given specialty. Retake of creative exam is not allowed. Examination works and examination pages of the entrants, who didn’t pass creative exams or took back their documents, wouldn’t be given back to entrants and are liable to destroy.

14. For taking part in Complex Testing the citizen gives application to Admission Commission of corporation in a special form, attestation or diploma about graduation primary professional (technical and professional) or secondary professional (after secondary) educational institution (original), receipt about payment for testing, two photos 3x4 (persons who enters to specialties 5B042000, 5B042100, 5B050400 — 3 photos), medical information on 086-Y form and a copy of identity card.

15.Deadline of reception of the applications for participation in general Complex Testing is from June 20 to July 9. Complex testing is hold from July 17 to July 23.

16. Citizen, who takes part in Complex Testing, has to show his or her identity card (passport) and admission to exam.

17. ￑omplex testing is hold according to applicant’s wish in Kazakh or Russian languages in range of school programs of the secondary education on four subjects.

- for specialities 5B042000, 5B042100- the History of Kazakhstan, Kazakh or Russian (training language);

- for specialities 5B050600, 5B050800, 5B050900, 5B071100- the History of Kazakhstan, Kazakh or Russian, Mathematics, Geography;

- for specialities 5B072500, 5B072900, 5B073000, — the History of Kazakhstan, Kazakh or Russian, Mathematics, Physics;

18. The number of tasks in each subject — 25. The correct answer on each task is evaluated for one score.

For citizens, who are going to enter to creative specialities, there will be taken in account scores on two subjects from Complex Testing (Kazakh or Russian languages and History).

19. During Complex Testing there given 2 hours 30 minutes. Retake is not allowed.

20. The codes of correct answers are hung out immediately after scanning lists of answers, which are hold after testing.

21. Processing the results of Complex Testing is carried out at the Institute or University, where Complex Testing was carried.

22. The results of complex testing are announced on the day by State Commission when was carried out testing.

23. According to the results of Complex Testing there will be given a certificate of standard samples to each participant after three days of testing by State Commission.

24. Citizens who don’t agree with the results of tests have the right to appeal.

The application is given to the appeal commission, confirmed by the chairman of State commission the next day till 13.00 after announcing of results of testing and examined by appeal commission.

25. Awarding of educational grants are carried out according to contest on specific specialties and language department in accordance with State order. Application in participant in the contest getting educational grant is admitted from July 23 to July 31.

Awarding is carried out by Admission Committee commission authorized by organization committee.

26. To take part in the competition for state educational grants, the citizens submit to the Selection board the following documents: statement in form established sample, document about education (original), certificate united national or complex testing, two photos of the size 3x4, medical inquiry in form 086-Y, as well as the copy of identification card.

27. In his application the candidate for getting a state grant indicates the specialties and the Institute, in which state educational grants are allowed. In case of coincidence of the chosen subject, the applicant can point four specialties.

28. Persons who have right to getting state grant out of competition submit the Admission Commission the document confirming this right.

29. Persons with first and second group of disability and invalids from the childhood submit the conclusion of medical special expert commission on absence of contra-indication for studying on the chosen specialty.

Fixed receiving quotas for citizen who takes part to getting state educational grant (for children-orphans and children left without parents care, invalids of first and second groups, persons equate with privilege and guaranty to the participant of war and invalids of war, invalids from childhood, for the persons of Kazakh nationalities being citizens of other states) concerning all declared specialties.

30. Entrants, chosen creative specialties, including owners of «Altyn belgi» take part in the competition to getting state education grant on one specialty and indicate only the Institute of higher education, where take their creative exams.

31. To take part in the competition minimum of quantity of scores is 50, including not less than 7 scores on profile subject (not less than 10 scores on each creating exams), and the rest subjects-not less than 4 scores.

32. On conducting the competition to getting educational grant in accordance to scores of united national and complex testing certificate have advantages:

1. The pupils rewarded with symbol «Altyn belgi»;

2. Winners of International Olympiads and scientific competitions of general subjects (awarded with diplomas of I,II,III level), Republican and International contests of performers and sport competitions (awarded with diplomas of I,II,III level) last three year results, and also the winners of Republican Olympiads and scientific competitions in general subjects (awarded with diplomas of I,II,III level) of current year as long as corresponds with subject of Olympiad, where they are winners. The list of specialties, corresponding subjects of International and Republican contests, scientific competitions, contests of performers and sport competitions confirmed by the Ministry.

33. Educational grants in the first place are awarded citizens, having mainly rights to enter on Institute of higher education in terms, stated by 32 Typical rules.

Further State educational grants are given on competition basis, according to scores of state certificate on language departments, Institute of higher education, specialties, applicants’ statements.

34. Vacant places in language departments are given on competition basis inside the specialty.

Vacant places remained after competition awarding of state educational credits are given inside the specialty with high passing scores irrespective of the form of educational and language department applied for.

35. In case of equal score indicators of common national or complex testing certificates to giving state general national grants or have advantage right to getting state educational grant, and also gaining state education free of charge through budget financing have prior right: children -orphans and children left without parents care; invalids of first and second groups; persons equate with privilege and guaranty to the participant of war and invalids of war; invalids from childhood; invalid- children, who according to the conclusion of medical social experts commission conclusion are able to study; citizens who have school leaving documents (certificates, diplomas) with excellent marks; then who have certificate or diploma with the highest scores of secondary vocation education.

36. Competition on specialties, in which quota is determined for citizen from villages is provided in the following way: 70% of grants from total amount on these specialties and language departments are given on competition basis, and the rest 30% grants are given on competition basis only citizens from village.

Representatives of the Ministry of Education writes out certificates of stated example to the citizens who received state educational grants,

The list of holders correspond certificates are published at Mass media.

37. State commission informed the holders of state educational grants about getting respective certificate.

The certificate on giving educational grants with the documents handed in Admission Committee of the Corporation are given before 15 August.

To the Admission Committee citizens should present diplomas of secondary education, elementary professional (technical and professional), secondary professional education or highly professional education (original), 6 photos of the size 3x4,, the copy of receipt on registration fee payment, medical certificate of the form 086-u, state certificate and certificate of awarded state educational grant.

38. Citizens who received state educational grants hand in an application to the mentioned institute of higher education, and are enrolled by the administration of Institute of higher education.

The holders of state educational grants on creating specialty enlisting to Corporation if they take creative examination at IEC.

39. Enrolling on paid training according the scores got at complex testing current year, who took Common National testing, participants of complex testing, who got according to testing results not less than 50 scores for the next subjects: in Kazakh and Russian (study language), the History of Kazakhstan, Mathematics, and chosen subject, including not less than 7 scores on profile subject (not less than 10 scores in each creating examinations), and the rest subjects not less than 4 scores.

40. Enrolling is carried out by the Admission Committee of the Corporation from August 10 till August 25.

Enrolling is conducted separately on specialties and language department.

Enrolling the specialty, for which the creative examinations are established, is carried out by these examinations scores.

41. For entrants, who have the highest score in certificates according to the Common national testing or complex testing, and also to entrants from needy families the Corporation carried out the competition for educational grants «Scholarships».

The holders of «Scholarships»grants, upon the results the first examination session with «excellent» marks, continue education on grant according to the rules about the order of awarding the special grant «Scholarships». Otherwise, students pay for their education that is from the first semester of first course.

3. Rules of admission on the Master’s course.

42. The citizens of the Republic of Kazakhstan, foreign citizens and persons without the citizenship having basic higher and higher vocational education and those who has shown propensity to scientific work are accepted to the Master’s course of IEC on these specialties:

43. Forming of Master’s Course contingent to IEC is carried out on the basis of state order for preparation of the scientific and pedagogical stuff, and also on payment for the education at the expense of individuals and other sources.

44. Equally with the citizens of Republic of Kazakhstan persons of Kazakh nationality being citizens of other states have rights for getting high scientific-pedagogical education.

Foreign citizens, persons without citizenship and who is a permanent inhabitant of RK have rights to get scientific-pedagogical education on the basis of competition equally with the citizens of Republic of Kazakhstan according to the order established by the legislation of Republic of Kazakhstan, international contracts and agreements being accepted by IEC.

45. The other foreign citizens and persons without citizenship are accepted to the Master’s Course on the base of international ratified contracts and agreements by Republic of Kazakhstan.

46. Application procedure is carried out from July 01 to July 30; entrance examinations are carried out from August 01 to August 20, enrolling till August 31.

47. The enrolling to Master’s Course is carried out on the basis of competition according to the results of entrance examination.

47–1Citizens of the Republic of Kazakhstan, having the certificate of passing tests of foreign languages (English, German, French) by program of Test of English as a Foreign Language (TOEFL, threshold score -not less than560), International English Language Tests System (IELTS, threshold score -not less than 6.0), Grunbaustein DaF (threshold score — C1), Deutsche Sprachprfung fur den Hochschulzugang (DSH, threshold score -C-1),Diplome d’Etudes en Langue fransais (DELF, threshold score -B-2),Diplome Approfondi de Langue fransais (DALF, threshold score -C-1), Test de connaisances de fransais (TCF threshold score -not less than 400) are allowed not to pass entrance exams of a foreign language.

48. Citizens entering the Maser’s Course pass entrance exams one of foreign languages (English, German, and French) and a subject on specialty.

Foreign persons pass entrance examinations in Kazakh or in Russian languages (study language) and a subject on specialty.

An entrance examination of a foreign language is passed in a form of testing in centers created by the National Testing Center of the Ministry of Education and Science of RK.

On period of conducting of entrance examinations Admission Committee, subject examining and Appealing Commission is created at IEC, which members and authority are confirmed by the President of IEC.

49. The examination on the subject by specialty in volume of the program of the former level of high professional education is conducted by Admission Committee of the IEC.

Retake of the examinations is not allowed.

50. Persons who don’t agree with the decision of Admission Committee have the right to appeal.

After consideration of appeal the decision about examination work’s evaluation (as in case of increase and decrease) is introduced by Admission Committee.

51. To Admission Committee of the Academy citizens submit to the application for the Master’s Course the diploma of the higher education (original), 6 photos of 3x4 size, medical certificate of 086-U form, the copy of the identity card, certified true copy of employment card, the copy of certificate about passing the test (mentioned in paragraph 47–1),the list of scientific and scientific-methodical work and also the copy of receipt of registration payment.

52. The enrolling to Maser’s Course is carried out by Admission Committee of the Academy till August 31.

Citizens got less than 8 balls (by 4 balls scale of estimation of knowledge in each subject) totally of entrance examination of a foreign language and of a subject on specialty are not allowed to the enrolling to Master’s Course.

53.In case of identical results of exams citizens with excellent diploma about professional education, a foreign language, Kazakh, Russian languages with 100 balls have preferential right.
